Logistics management in the provision of basic services using the capability maturity model (CMM) in rural areas of Ecuador

Abstract

This study examines the relevance of the Capability Maturity Model (CMM) as a strategic instrument for enhancing the quality of organizational processes. The CMM enables the assessment of an organization’s maturity level and the formulation of continuous improvement plans; it is applicable to domains such as logistics, public services, and manufacturing within a globalized environment. The objective of this research is to survey the state of the art on the CMM, assess its applicability in the Ecuadorian context—particularly in rural areas—and propose a methodological integration. To this end, three methodological approaches are employed: an analytical–synthetic approach for the literature review; an analytical method, supported by historical data from INEC, to characterize the current status of basic services; and a hypothetical–analytical method to propose improvements grounded in the Capability Maturity Model. The study concludes that the CMM, when combined with digital technologies and agile methodologies, constitutes a robust framework for strengthening the quality of basic services and fostering sustainable development.
