Summary
Small and medium-sized enterprises in Latin America face multiple challenges that
limit their competitiveness, such as nancial constraints, limited technological
access, and limited innovation. Although studies on competitiveness exist,
no consensus has been established on the determining factors in the Latin
American context. The objective was to identify the determining factors of
competitiveness in small and medium-sized enterprises (SMEs) in Latin America.
To this end, a systematic review of the scientic literature was conducted. The
main determinants recognized were nancial competencies, strategic planning,
innovation, human resource management, organizational framework, use of
technology, and eco-innovation. It is concluded that the competitiveness of small
and medium-sized enterprises (SMEs) depends on the conuence of internal and
external determinants, which emphasizes the need for holistic methodologies that
encompass innovative strategies, sustainability, and public policies that foster an
environment favorable to business development.

Resumen
Las pequeñas y medianas empresas de América Latina enfrentan múltiples desafíos
que limitan su competitividad, como restricciones nancieras, limitaciones
en el acceso tecnológico y escasa innovación. Aunque existen estudios sobre
competitividad, no se ha establecido un consenso sobre los factores determinantes
en el contexto latinoamericano. El objetivo fue identicar los factores determinantes
de la competitividad en las pequeñas y medianas empresas (Pymes) de América
Latina. Para ello, se realizó una revisión sistemática de la literatura cientíca.
Los principales determinantes reconocidos fueron las competencias nancieras,
la planicación estratégica, la innovación, la administración de los recursos
humanos, el marco organizacional, la utilización de la tecnología y la innovación
ecológica. Se concluye que la competitividad de las pequeñas y medianas empresas
(PYMES) depende de la conuencia de determinantes internos y externos, lo que
hace énfasis en la necesidad de metodologías holísticas que abarquen estrategias
innovadoras, la sostenibilidad y las políticas públicas que fomenten un entorno
favorable al avance empresarial.

1. Introduction
Small and medium-sized enterprises (SMEs) face numerous
obstacles to maintaining their competitiveness in a dynamic and globalized
economic environment. Key impediments include resource constraints,
including limited access to capital, technology, and skilled personnel,
which hinder their ability to innovate and expand internationally (Chen,
2024; Kwartati et al., 2024) .
Furthermore, SMEs face regulatory and compliance hurdles
that hinder their internationalization efforts, forcing them to navigate
intricate legal frameworks and acclimatize to varying market conditions
(Kwartati et al., 2024) . In this sense, digital transformation constitutes
a challenge because rms often face signicant capital expenditures,
limited understanding of digital technologies, and a deciency of human
resources required to implement and maintain digital initiatives (Chen,
2024) . Likewise, leadership and organizational culture play a critical
role in the competitiveness of SME entities, and there are challenges in
establishing effective management frameworks and enhancing employee
skills (Altman and Cheng, 2024) .
Therefore, SMEs are encouraged to adopt strategic methodologies
such as fostering strategic alliances, investing in training and technology,
and utilizing digital tools to increase market penetration and innovation,
such that by focusing on these strategies, SMEs can strengthen their
competitive advantage and ensure sustainable growth in an ever-
evolving business landscape (Bahar et al., 2024; Hamadamin and Atan,
2019; Igbokwe, 2024) . Given the above , a holistic approach that combines
market intelligence, technology assimilation, and leadership development
is imperative for SMEs to thrive in the global economy (Altman and Cheng,
2024) .
From the above, it is evident that SMEs, regardless of their geographic
location, constitute a signicant component of national economies,

contributing to job creation, innovation , and economic dynamism.
However, some of them face obstacles to achieving success in increasingly
demanding markets, characterized by globalization, rapid technological
advances, and recent demands for sustainability. However, despite the
vast number of studies on competitiveness, no clear consensus has been
established regarding the most determining factors in the competitive
success of companies, especially in diverse geographic and sectoral
contexts. This gap hinders the development of specic and effective
strategies to improve their market position.
Therefore, this manuscript aims to identify the determining factors
of competitiveness in small and medium-sized enterprises (SMEs) in Latin
America through a systematic review of the academic literature.
2. Methodology
2020 methodology guidelines served as the basis for conducting the
systematic review, ensuring the rigor, reproducibility, and transparency
of the research process.
The research question, in the context of management, aimed to
identify the determining factors that inuence the competitiveness of
SMEs in Latin America. The inclusion criteria were: Articles published
in Spanish and English, between 2020 and 2024, that explicitly address
competitiveness factors in SMEs and are fully accessible. Theoretical
research without an empirical basis and studies conducted on large-scale
companies were excluded.
The search was carried out in SCOPUS, Web of Science , PubMed.
The search strategy consisted of key keywords related to the research
question, such as “competitiveness factors,” “SMEs,” “small and medium-
sized enterprises,” “Latin America , “ and their English equivalents. In
addition, Boolean operators (AND) and (OR) were used to construct the

search equation, in order to optimize results and ensure the inclusion of
relevant research.
After screening the articles by title and abstract to eliminate
irrelevant studies, the preselected articles were read in full, identifying 25
documents that were included for analysis. Two reviewers conducted this
process, resolving discrepancies with the participation of a third reviewer if
necessary. For data extraction, a structured instrument was used to obtain
information from the selected studies, including details on the authors,
the year of publication, the methodological framework, and the main
ndings. This procedure ensured the systematization of the information
and facilitated comparative analysis among the studies. Furthermore,
the data obtained were analyzed descriptively and complemented with a
qualitative synthesis to identify patterns, trends, and discrepancies in the
outlined competitiveness variables.
3. Results
The research used PRISMA owcharts to document the study
selection procedure, from initial identication to nal inclusion (Figure
1.)

En la Tabla 1 se muestra una visión integral de los atributos bibliográ-
cos de las investigaciones relacionadas con la competitividad en las pequeñas
y medianas empresas (PYMES). Las investigaciones se difunden en diversos
contextos geográcos, con un énfasis particular en América Latina, incluidos
países como Ecuador, Colombia, Perú, México y Brasil. Las metodologías em-
pleadas abarcan paradigmas cualitativos y cuantitativos, junto con estudios
de métodos mixtos, lo que demuestra la heterogeneidad de los enfoques para
dilucidar los determinantes de la competitividad.
Con respecto a los objetivos y las conclusiones, algunos estudios se
centran en elementos internos, como los recursos humanos, la planicación
estratégica y la innovación, mientras que otros analizan las dimensiones ex-
ternas, incluyendo el impacto de las redes sociales, la digitalización y las prác-

Table 1 provides a comprehensive overview of the bibliographical
attributes of research related to competitiveness in small and medium-
sized enterprises (SMEs). This research covers diverse geographic
contexts, with a particular emphasis on Latin America, including countries
such as Ecuador, Colombia, Peru, Mexico, and Brazil. The methodologies
employed encompass qualitative and quantitative paradigms, along with
mixed-methods studies, demonstrating the diversity of approaches to
elucidating the determinants of competitiveness.

elements, such as human resources, strategic planning, and innovation,

media, digitalization, and sustainable practices. For example, in Ecuador,
Álvarez-Pico and Zaldumbide- Peralvo (2020) identied key internal and
external factors within the construction sector, while Solís Muñoz et al.
(2021) highlighted the importance of entrepreneurship and innovation
in the canton of Azogues. In contrast, research such as that conducted by
Villamonte Blas and Sotomayor Flores (2023) provides an econometric
assessment of competitiveness in 20 Latin American countries,
emphasizing the relevance of infrastructure and labor efciency.
Furthermore, the impact of the digital environment and eco-
innovation is a recurring theme, as demonstrated by Valdez-Juárez et al.
(2023), who outline the afrmative effects of digitalization in Mexico, and
Ruiz Zamora et al. (2023), who underline the inuence of eco-innovation
in Sonora, Mexico. Research also reects particular challenges, such as
the lack of knowledge about e-markets in Costa Rica, as noted by Zerón
Bascopé (2023), or the detrimental effects of COVID-19 on competitiveness
in Mexico, as indicated by Ibarra Morales et al. (2022).
Thus, the selected research provides a broad perspective on the
determinants of competitiveness in SMEs, revealing shared patterns as
well as distinct variations depending on the context and sector examined.

Table 2 presents the determinants of competitiveness in small and
medium-sized enterprises (SMEs), highlighting the internal and external
dimensions and revealing the prevailing trends and idiosyncrasies
according to the Latin American context. Among the internal factors,
strategic foresight and human capital management emerge as recurring
components that improve operational effectiveness and adaptability. For
example, research such as that conducted by Baldeos et al. (2021) and
Álvarez-Pico and Zaldumbide- Peralvo (2020) underline the importance
of administrative, nancial and strategic foresight, as well as human
capital optimization to increase productivity and competitiveness.
Regarding innovation and technology, they are considered catalysts
for expansion and differentiation in competitive markets. Pereira (2021)
and Valdez-Juárez et al. (2023) emphasize the incorporation of digital
technologies and innovation paradigms as essential instruments to
foster organizational progress and overcome structural impediments.
Green innovation and sustainability, examined by Ruiz Zamora et al.
(2023), reinforce the importance of environmental practices to improve
reputation and consolidate competitive advantages.

Furthermore, external factors such as infrastructure quality,
government policies, and economic conditions directly inuence
competitiveness. Villamonte Blas and Sotomayor Flores (2023) highlight
the implications of labor market efciency and corruption mitigation in
Latin America, while Díaz González et al. (2023) underline the growing
demand for environmental products and services in specic sectors.
Ultimately , the competent utilization of social media and the assimilation
of digital strategies, as explored by Arévalo-Torres et al. (2021), demonstrate
their ability to expand the reach of SMEs and optimize their positioning in
dynamic markets.
Therefore, a holistic perspective on the determinants of
competitiveness in SMEs, combining strategic, technological, and
environmental elements, with a focus on sustainability, innovation, and
adaptability, emphasizes the need to address these factors in an integrated
manner to ensure their competitiveness in diverse contexts.

literature on the determinants of competitiveness in small and medium-
sized enterprises (SMEs) in Latin America, it is recognized that nancial
resources constitute a fundamental element identied by Álvarez-Pico
and Zaldumbide- Peralvo (2020), Baldeos et al. (2021) and Valdez-Juárez
et al. (2023), who emphasize that the competent management of nancial
assets is essential to achieve a competitive advantage. Strategic planning,
addressed by the same authors together with Miño Ayala et al. (2023),
accentuates the importance of designing and executing strategies for
operational supervision and organizational advancement.
Innovation emerges as a considerable axis in the research of Baierle
et al. (2020), Yoza Calderón et al. (2021) and Valdez-Juárez et al. (2023), who
agree that innovative efforts, both in products and processes, are crucial
to improve organizational performance. Regarding human resource
management, Alvarez -Pico and Zaldumbide- Peralvo (2020), Baldeos et
al. (2021) and Ibarra Morales et al. (2022), who argue that the cultivation
of human talent and employee motivation have a profound impact on
competitiveness.
The organizational framework, highlighted by Blanco-Ariza et al.

impact of variables such as nancial resources, access to capital, and the
organizational framework underscores the importance of strengthening
companies’ operational and strategic infrastructure to ensure their
viability and expansion. At the same time, external factors, such as
government policies, infrastructure, and social networks, clarify the need
for an enabling environment that fosters competitiveness.
Furthermore, the importance of green innovation and sustainability
accentuates the transition toward responsible practices that not
only enhance corporate reputation but also contribute to equitable
development. The fusion of human and social capital, along with the
use of digital strategies, amplies SMEs’ ability to adapt to dynamic and
intensely competitive markets.
